Record number of new permits drives acceleration in Turkey’s construction market in Q2 2025

In the second quarter of 2025, Turkey’s construction sector demonstrated notable growth due to a significant increase in the issuance of building permits. According to recent data, the number of permits issued rose to 292,433, whereas this figure stood at 143,626 in the first quarter of the current year. These results reflect heightened industry activity and indicate a continued revival in the real estate market.

On average, between 2002 and 2025, the quarterly number of building permits issued in Turkey amounted to approximately 170,174. The absolute record was set in the third quarter of 2017, with 537,481 permits, while the historical minimum was recorded in the first quarter of 2002, at 20,891.

Government initiatives to support the construction sector play a significant role, contributing to the emergence of new investment projects and large-scale infrastructure development.

It is emphasized that the issuance of permits is a key indicator for assessing the dynamics and potential of the real estate market. The growth of this indicator in the second quarter of 2025 signals stabilization in the construction sector and creates favorable conditions for further investment in residential construction, commercial real estate, and urban infrastructure development projects.
