Buying an apartment in Turkey at the construction stage is definitely a profitable and far-sighted decision: while the building is going up, the price of the property is at its lowest, and by completion the developer usually sells the same apartments for more. How much the market price will rise cannot be predicted: in lira, homes are becoming more expensive, but adjusted for inflation they became 6.5% cheaper in the year to August 2026.

Although buying property under construction is common practice, many buyers are still wary of it. Yet the law is on the buyer's side: the delivery period for such housing cannot exceed 48 months from the date of the contract, and in projects of 30 or more apartments the developer must insure completion of construction or provide a bank guarantee before sales start.

Our experts have prepared a detailed guide on whether you can really buy property under construction in Turkey at a low price and why buying apartments at the construction stage pays off.

Can you buy property under construction in Turkey?

All Turkish developers have the right to sell properties while they are being built. And they actively use this opportunity. In Turkey, it is normal practice to start selling apartments in a residential complex that so far exists only as a project or a foundation pit. For local residents, buying property under construction is the preferred option, as prices are at their lowest. Experienced investors also often prefer properties under construction, as this kind of investment delivers the highest returns.

If you choose your developer carefully and settle on a proven, reliable company such as Yekta Homes, buying property under construction will be completely safe and as profitable as possible.

Does it pay to buy an apartment from a developer at the construction stage?

Buying property under construction has many advantages. The most important of them are:

  • Low price. An attractive pricing policy is the key advantage of properties under construction. Turkish companies mainly invest their own funds in construction and are directly interested in recovering them as quickly as possible. That is why, at the very start of sales, you can buy an apartment in a complex under construction practically at cost. The further construction has progressed, the more expensive the properties. The difference in price for the same apartment at the construction stage and after the building is completed can reach 30%.
  • High return on investment. This advantage is closely linked to the previous one. A new owner can earn up to 30% of the apartment's value by investing in it while it is still being built. Having bought a property under construction cheaply, the owner can then sell it, once completed, for more. But this is not guaranteed: adjusted for inflation, housing in Turkey became 6.5% cheaper in the year to August 2026 (Central Bank of Turkey house price index), so the result depends on the project and the timing of the sale.
  • Reliable deals with proven developers. If you choose the right developer, the risks for a buyer of property under construction are minimal. Companies with a strong reputation meet their obligations, ensure high quality of materials and workmanship, and complete construction on schedule.

These advantages make residential complexes under construction especially attractive both to buyers looking for a home for their own use and to those planning a profitable investment.

In 2026, one more argument has been added: construction costs. According to TÜİK, the Turkish Statistical Institute, construction costs in Turkey rose by 29.59% in the year to August 2026: materials by 28.72% and labor by 31.20%. Home prices rose by 23% over the same period. Apartments that the developer sells later become more expensive as costs rise, while a buyer at the start of sales locks in the price in the contract.

At what stage of construction is it best to buy an apartment?

For many buyers, price is the deciding factor when choosing property: the lower, the better. This is the main reason properties under construction are so popular. But even among them there is a choice, because the more complete the building, the higher the price of the apartments in it. Apartments that exist only at the foundation pit stage cost much less than apartments that are almost ready to move into, although both can count as property under construction.

You can buy property in Turkey at the project or foundation pit stage. At this point, prices will be at their lowest. But this stage has its own risks. For example, there is a high risk of falling for a fraudulent scheme or buying into a future stalled project. These risks are fairly easy to reduce: you just need to choose a reliable developer with an impeccable reputation. For example, Yekta Homes. With a reliable partner, you do not have to worry that the building will not be completed. The buyer pays and calmly waits for construction to be completed, stage by stage. The only drawback of buying at this stage is the rather long wait until the property is ready.

The closer construction is to completion, the safer the deal and the shorter the buyer's wait for their apartment, but the higher the price. Prices rise as the building nears completion, but at the same time the waiting period gets shorter and the risks are reduced to zero. That is why every investor finds their own balance between the price of the property, how long they are prepared to wait for it to be ready, and the possible risks.

At each stage, the buyer can check different things:

StagePriceHow long to waitWhat you can check
Project and foundation pit Lowest Longest; by law no more than 48 months from the date of the contract The building permit (yapı ruhsatı), completion insurance or a bank guarantee, a TAPU with kat irtifakı or a notarized contract
Frame Higher Shorter Whether the building matches the project, reports from the construction supervision company
Finishing Higher still A few months Materials, the layout and the view from the windows in person
Completed building Highest Move in right away The occupancy permit (iskan); Turkish banks usually grant mortgages only on such properties

In the Yekta Homes catalog as of October 2026, prices in complexes under construction start from €103,000 (Green Life Gazipasa), from €139,000 in Sungate, from €156,000 in Alara and from €159,000 in Golden Valley. Completed apartments start from €139,000 (Blue V, Mahmutlar). These are the starting prices of different projects, not of the same apartment before and after completion; the price of a specific apartment is available on request.

Buying property under construction in Turkey: pros and cons

In addition to the advantages listed above, the benefits of buying Turkish property while it is being built include:

  • Registering a TAPU at the Land Registry Office even at the early stages of construction. The office holds all the information about the future building: the number of floors, apartment sizes, which way the windows face, and so on. This way, the buyer can get a full picture of what they are buying. In addition, they can buy an apartment in Turkey in a future complex with a TAPU already registered for a share of the land plot, and this share becomes the buyer's independent share and property immediately after the purchase. Such a TAPU is issued with a kat irtifakı annotation, a right to the future apartment with a share in the land, and once the iskan is issued, it is replaced with kat mülkiyeti, full ownership of the apartment. If kat irtifakı has not yet been established for the project, the deal is concluded at a notary with a promise-to-sell contract (satış vaadi).
  • Precisely set interim and final completion dates. Turkish developers set and announce deadlines before work begins, covering not only the final completion date but also interim stages such as finishing. After each stage is completed, the work is checked by a licensed construction supervision company (yapı denetim) under state oversight, and when construction is finished, the municipality issues the occupancy permit (iskan). Developers face serious penalties for delays: the penalty for late delivery is set out in the contract.

As for the downsides of buying a property under construction, there are certain risks: possible delays, an unfinished building, poor construction quality, and so on. But all these risks can be reduced practically to zero if you choose your developer carefully. We have covered in detail how to check the developer, the contract and the payment schedule in our article on how to reduce the risks of buying off-plan. When you work with reputable companies, at least two factors make buying property at the construction stage safe for the buyer:

  • First, the developer buys the land for construction from the state or a private owner with its own funds, which gives it an interest in completing the project as quickly as possible and making a profit from it. Alternatively, the land may belong to a private individual with whom the developer signs a contract. This kind of contract is called kat karşılığı: the landowner receives some of the apartments in the completed building. If the developer does not meet its obligations, the landowner can go to court and put the project out to tender, and another company will complete it.
  • Second, in Turkey, to get a construction loan, a company must pledge substantial property to the bank as collateral. If it fails to meet its loan obligations, the developer loses this collateral. So it is extremely unprofitable for a developer to start construction and abandon it unfinished.

In Turkey, the whole system of building property and selling it at the construction stage is set up to protect the buyer as much as possible and to make unfinished construction unprofitable, above all for the construction companies themselves.

How the law protects buyers of property under construction

The sale of apartments before a building is completed is governed by Consumer Protection Law No. 6502 and the regulation on prepaid housing sales. The main rules as of October 2026:

WhatHow it works
Completion guarantee In projects of 30 or more apartments, the developer arranges completion insurance or a bank guarantee before sales start
Delivery period No more than 48 months from the date of the contract (36 until 2022). If the contract sets a shorter period, the developer must meet it
Withdrawal without reason Within 14 days of signing the contract
Later termination Within 24 months; compensation to the developer is no more than 2% of the apartment price
Form of contract A promise-to-sell contract is concluded at a notary, otherwise it is invalid; if kat irtifakı is in place, the apartment is transferred at the Land Registry right away
Earthquake resistance New buildings are designed to the TBDY-2018 standards, in force since January 1, 2019
Construction supervision A licensed construction supervision company (Law No. 4708) at all stages, and at the end, the iskan from the municipality

"We advise looking not only at the starting price but also at what condition the apartment will be handed over in: what finishing, furniture and complex facilities it comes with. And decide in advance what you will do with it after completion: live in it, rent it out or sell it. That determines at which stage of construction to buy into a project," says a sales manager at Yekta Homes.

Pitfalls of buying property under construction in Turkey

Despite the extensive safeguards Turkey has put in place to protect buyers of property under construction, unscrupulous developers do still exist. Problems usually arise with companies in financial difficulty, for example, with large unpaid loans or debts. Even then, construction is usually completed, but it may take much longer than expected.

To protect yourself from such a situation, a foreign buyer should carefully check the chosen developer and assess the quality of its properties, the future location of the complex, the surrounding infrastructure, and so on. It is advisable to buy only from a proven developer with many years of positive experience in the property market, many projects delivered on time and an excellent reputation. If you work with such a developer, you can be confident that your purchase of property under construction in Turkey will be safe and profitable.

Who buying at the construction stage does not suit

  • Those who need a home within the next few months. At an early stage, the wait for completion can take several years.
  • Those planning to buy with a mortgage from a Turkish bank. Banks usually lend only on completed buildings with an iskan; during construction, purchases are financed with an installment plan from the developer.
  • Those who need a residence permit based on property right away. The basis is a TAPU for a home worth $200,000 or more; until you have it, you cannot obtain an ikamet based on property ownership.
  • Those counting on a guaranteed resale profit within a year. Adjusted for inflation, prices are currently falling, and a sale within 5 years is subject to tax on the gain.

All these situations are visible in advance. In such cases, buyers choose a completed apartment or a project that is due to be completed soon.
